Abstract
Catholic Social Services is a non-profit ministry that has been active in Philadelphia for over 100 years, placing thousands of needy children in foster care. In March, the city stopped referring people to the organization's foster care service for one reason: CSS refuses to place children in homes of same-sex couples because of its religious convictions.
